Born in South Auckland into a Cook Islands Māori family, Liam was raised by his mother and grandmother. His professional career began in environmental conservation in the Cook Islands.
Liam returned to Aotearoa in 2019 to undertake a Masters in Indigenous Studies. He is currently a senior Pasifika specialist at Auckland Council. Liam is interested in the motives for economic investment of Asian countries in Pacific nations, and their interests in industries such as seabed minerals and fisheries.
Aside from being a father of four, a significant achievement for him has been commencing a personal journey in mental well-being.
