Kat Tolosa



Kat Tolosa leads initiatives focused on policy and institutional strengthening to address complex security and governance challenges.

As director for governance and resilience at The Asia Foundation-Philippines, she manages Waypoints, a strategic initiative supported by the Australian Department of Foreign Affairs and Trade (DFAT) that strengthens the strategic and operational capacities of maritime actors to respond to evolving regional pressures.

In her work on maritime governance in contested environments, she facilitates collaboration across government and a broad range of stakeholders to mitigate risks, protect coastal livelihoods, and enhance the stability of maritime and marine sectors. Her approach applies a comprehensive lens to maritime governance, addressing the economic, social, and marine challenges integral to national and regional resilience.

She previously held roles within the Department of National Defense, the Armed Forces of the Philippines, and the Office of the President, specializing in building accountable institutions capable of navigating Indo-Pacific security dynamics.
